During Phase III (Define Improvements):
-
A model of the desired process (prescriptive
model) is developed based on the current process and the list
of prioritized improvement actions.
-
Specific process changes are identified along
with the target areas within the organization that will make
the changes. Improvement actions are then negotiated with
all affected groups.
-
Finally, a deployment plan(s) is/are developed.

Prescriptive modeling activities use the same facilitated
modeling sessions that are used in developing the current process
(map). Because the people performing the work are involved, they
are "empowered" to identify and implement practices
that fit the specific business goals and development problems
identified during Phase I.

When and as necessary, RPI supports the quick development
of operational procedures for specifically noting how a process
step is to be conducted. Most procedures such as the one below,
can be developed in 1 to 2 hours of time.

In addition, people can quickly define and develop
templates, standards and specify the format and content of databases
and other tools needed to perform the process. These are also
developed quickly. The focus is on getting concepts quickly developed
and into the use so that lessons can be quickly learned, and so
processes, procedures and standards can be revised as needed.
The result means that people LEARN BY DOING and are empowered
to do so.
